A frozen period occurs when inflation (measured by CPI) is flat or negative over the adjustment cycle. When CPI shows no movement, wages do not increase even though the formal revision date passes. Oct 2025–Mar 2026 was frozen: CPI remained flat, so VDA stayed at ₹2,856 instead of adjusting upward. April 2026 marked the end of the freeze as CPI reflected accumulated inflation, triggering the ₹226 VDA increase. Frozen periods provide cost relief for employers but put inflation pressure on workers—VDA only adjusts when inflation is recognized.
